Job Description and Duties

Under the administrative direction of the Deputy Commissioner, Administration and Licensing Services Branch (DC ALSB), the incumbent is responsible for the development and implementation of high level policy, standards, procedures and guidelines for information technology projects; serves as a key advisor to the DC ALSB, and the Chief Deputy Insurance Commissioner on a wide variety of information technology issues; provides leadership and policy direction for the activities of the Information Technology Division; participates on National Association of Insurance Commissioner’s (NAIC) task forces at the direction of the Chief Deputy Insurance Commissioner, and ensures that investment in technology results in improved business processes and service delivery system.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.

Working Conditions

  • Works in a high-rise building.
  • May telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Ability to plan and coordinate the operations of information technology and systems installation.
  • Ability to analyze administrative and technical problems involving information technology and telecommunications, make decisions and take appropriate action.
  • Experience overseeing the procurement of a major technology solutions.
  • Experience in strategic enterprise visioning and in the development and implementation of enterprise policies and procedures.
  • Strong leadership and management team experience demonstrating an ability to set goals and expectations; encourage growth and initiative at all levels; use sound judgment in managing staff; coach and mentor employees to create a work environment that stimulates learning, encourages growth, and recognizes individual achievements to ensure peak performance.
  • Ability to exercise a high degree of initiative, flexibility, sound judgment and confidentiality.
  • Experience working as a member of statewide information technology workgroups providing support, input, influence, direction, and leadership to promote enterprise vision, values, and services.
  • Ability to work collaboratively with the Insurance Commissioner, Executive staff, departmental Division and Bureau Chiefs, vendors and company executives, NAIC members, control agency representatives and members of the Legislature.
  • Knowledge of principles and practices of organization, fiscal, and human resources management, and the Department's EEO Program objectives.
  • Demonstrated ability and commitment to creating and fostering an environment that consistently emphasizes the Department's core values.
