A Full Stack Software Developer is needed to support the IT Project Management Office (PMO) in designing, developing, and deploying large-scale enterprise systems. These systems enable citywide operations related to the management of public assets, permits, and licenses, ensuring proper coordination of maintenance crews, contractors, and infrastructure projects across the five boroughs.
The selected developer will play a key role in building modern, web-based, and mobile-enabled applications that improve public services, streamline workflows, and enhance operational efficiency for both internal staff and external users.
Perform detailed application and database design, coding, and testing.
Develop and integrate complex application modules using .NET 4.8, ASP.NET, .NET Core, C#, and related technologies.
Implement web-based UIs using Razor, MVC4/MVVM, AJAX, HTML5, CSS, and JavaScript (React, Angular, or Backbone) .
Design and maintain SQL Server 2017/2019 and Azure SQL databases, including stored procedures and T-SQL.
Build secure applications with user authentication and role-based access control .
Develop reports and data transformations using SSRS and SSIS .
Manage version control, continuous integration, and deployment using Azure DevOps .
Implement and maintain web services using WCF .
Follow established SDLC methodologies (Waterfall, RUP, Agile).
Create and maintain design documentation including use case diagrams, architecture diagrams, and detailed design documents .
Collaborate with business analysts, QA specialists, and development teams throughout the project lifecycle.
Participate in technical reviews, performance tuning, and architecture discussions.
Research and recommend emerging technologies and best practices.
Minimum 5 years of experience in software application design, development, data analysis, database management, testing, and implementation.
Proven ability to design program specifications and implement enterprise-level software solutions.
Bachelor’s degree in Computer Science, Information Systems, or related field (or equivalent experience).
6+ years of experience in object-oriented design, development, and deployment of mission-critical applications in web/client-server environments.
3–6 years of hands-on experience with Microsoft .NET and SQL Server technologies, including C#, ASP.NET, ADO.NET, HTML5, AJAX, WPF, WCF, MVC, jQuery, Entity Framework, LINQ , and Redux .
Expertise with Visual Studio 2017/2019/2022 and SQL Server 2014/2017/2019 .
Strong T-SQL, stored procedures, data modeling, and database normalization skills.
Experience creating and maintaining SSIS packages and ad-hoc reporting using SQL Server and Excel .
Familiarity with map-based application development and GIS tools (e.g., ESRI ArcGIS, Open Layers, Mapbox).
Working knowledge of Azure DevOps , Team Foundation Server , or similar ALM tools.
Experience using UML or other design tools .
Proficiency in React, Angular, Backbone , and responsive frameworks such as Bootstrap .
Experience with mobile/disconnected architecture and online payment integration .
Exposure to Business Intelligence or Decision Support Systems .
Prior experience working on federal, state, or local government projects is a plus.
