Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as a Methods and Procedures Advisor II within the Immunization Section. This individual will support the Illinois Immunization Information System (I-CARE) by implementing and monitoring electronic data exchange with healthcare providers and organizations. Under direction, responsibilities include testing and evaluating Health Level Seven (HL7) data submissions, ensuring compliance with national data exchange standards, and supporting interjurisdictional exchange through the Immunization Gateway (IZ Gateway). The individual will collaborate with internal and external partners to enhance IIS functionality, incorporate new data sources to improve record completeness, and assess overall data quality. Additional duties include supporting system upgrades, working with the Department of Innovation and Technology (DoIT) to ensure compliance with security and data standards, and performing help desk and user support activities. Essential Functions

  • Implements Immunization Information Systems (IIS) onboarding of providers, Health Information Exchange’s (HIEs), health plans, schools, and jurisdiction disease surveillance and other public health reporting systems for exchanging data based on Centers for Disease Control and Prevention (CDC) approved interoperability standards, applicable laws and resources developed by partners.
  • Provides technical and programmatic support to onboarding staff, providers, Electronic Health Record (EHR) vendors, HIEs and other partners to test and monitor data submitted to the IIS via HL7 during initial onboarding and over time in the IIS.
  • Works with IIS Vendor/IT department to regularly assess, update and improve key IIS functions, e.g., automated record matching and merging to minimize duplicate records, accurate vaccine forecasting based on CDC Clinical Decision Support for immunization (CDSi) Logic Specifications, production of files to send CDC high quality data as defined in the CDC Data Quality Blueprint, standardized HL7 query/response for timely and accurate data exchange with providers and other partners.
  • Collaborates with IIS vendor/IT department, CDC, American Immunization Registry Association (AIRA), other IIS and other national partners to implement interjurisdictional data exchange via the IZ Gateway.
  • Works with the data quality staff to assess incoming data during onboarding and testing and in IIS production over time.
  • Performs Help Desk duties including answering phones and emails, fulfilling patient and partner requests, supporting IIS users, facilitating password resets, facilitating inventory maintenance and correction, etc., and uses a help desk issue tracker.
  • Performs other duties as required or assigned which are reasonable within the scope of those duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in public administration, accounting, industrial relations, prelegal or personnel management.
  • Requires two (2) years professional experience in public administration, business management, or accounting.

Preferred Qualifications

  • A master's degree in computer science, informatics, public health, or a related field.
  • Two (2) years of professional experience in data management and analysis, preferably in a public health or healthcare setting.
  • Two (2) years of professional experience using HL7 and other standards for accurate and secure data exchange between health IT systems.
  • One (1) year of professional experience with statistical software (e.g., SAS, R, or SPSS), SQL query tools, and data visualization tools (e.g., Tableau).
  • One (1) year of professional experience in assessing the quality and functionality of EHR or IIS data and systems.
  • One (1) year of professional experience with Microsoft programs, including Excel, Word, Outlook, and PowerPoint.
  • One (1) year of professional experience in preparing, presenting, and training on complex technical material to both technical and non-technical audiences.
  • One (1) year of professional experience working with healthcare organizations.
