Human Resources

The Division of Human Resources (HR) exists to provide human resource services to the general public, applicants, managers, and employees who work for the Colorado Department of Human Services (CDHS). Consultation services include benefit administration; compensation; employee relations; exam development; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management; interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; progressive discipline; records management; recruitment; responding to grievances, appeals, charges of discrimination; reorganization issues; retention; selection and selection appeals; settlement advice; strategic planning and overall HR guidance to CDHS managers, supervisors and employees.


The Employee Experience and Development Team administers a comprehensive set of programs for the Colorado Department of Human Services (CDHS) employees. These programs and activities include designing, delivering, and evaluating select learning and development programs, including Leadership Development, and managing programs such as Career Pathing, Performance Management, Tuition Reimbursement, Employee Engagement, facilitating mandatory compliance training, and Cornerstone Learning Management System (LMS).

What you will be doing:

This position is a Staff Authority of CDHS’s learning management system (LMS). This position manages and evaluates the effectiveness of the LMS, provides technical expertise and works to constantly improve processes within the system based on current best practices and standards. This position is responsible for managing mandatory training and coordinating with other state agency units to ensure the timely delivery of training. It assesses learning or organizational development needs; provides constant monitoring and training audits; designs appropriate curriculum based on adult learning theories and current best-practice standards; coordinates the service date, time, location, and equipment; and delivers and evaluates learning programs. Completes other duties as assigned. Some of the responsibilities include:


Manage user experience across the LMS, including hosting office hours for other administrators.

  • Assists in managing licenses to ensure we are fiscally responsible.

  • Coordinates with other state agencies to assign quarterly mandatory training.

  • Subject matter expert in LMS, providing ongoing support and proactive learning opportunities for LMS program administrators across CDHS.

  • Collaborates with OIT and LMS support to troubleshoot and resolve issues.

  • Assists the Performance Development Specialist with the performance module in the HCM and any future systems with launching and monitoring performance tasks.

  • Performs data management within the LMS.

  • Building and assigning live and asynchronous training.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Special Qualifications:

  • Minimum of 3 years of experience in LMS Operations in the Cornerstone platform.
AND



Experience Only:
  • 2 years in a Technical Support role, 1 year in Backend administration, equal to seven (7) years.

Education and Experience:
  • A combination of related education in Computer Sciences, Education, Communications, or Science, and 3 years of LMS Operation in the Cornerstone platform, 2 years in a Technical Support role, and 1 year in Backend administration, equal to seven (7) years.


Preferred Qualifications:

  • Expert LMS system knowledge, especially in Cornerstone

  • Customer Service

  • Effective Communication - written and verbal

  • Problem-solving and resourcefulness

  • Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
